Simplifying Local Government
Overview
The Government's Head Start initiative, part of its Simplifying Local Government reforms, provides councils with an opportunity to explore locally-led options for future local government structures.
This is the most significant structural change for local government since 1989 and is intended to replace the two-tier system of regional and territorial authorities, with larger unitary councils. Although Marlborough is already a unitary council - one of only six in the country - Marlborough District Councillors have agreed that, if approached, to take part in discussions with neighbouring councils.
Kaikōura District Council has agreed to participate in the Head Start process and progress discussions with its neighbouring councils. It’s preferred option - to be decided on 8 July – may result in them requesting a merger proposal with Marlborough District Council, which would create a single unitary council covering both districts.
